Pori offers a world-class operating environment for wind power producers and the companies serving them. The world’s first offshore wind farm that operates in frozen sea conditions is located near the unique port area.

The heart of the offshore wind hub is the Port of Pori.

The port has deep fairways and is easily accessible without guidance, and its quay and field areas meet the technical requirements of the power plant pre-installation phase.

Pori is a major hub of energy production in Finland, offering excellent connections to the national electricity grid. Pori is the best place in the Bothnian Sea region for transferring electricity produced offshore smoothly into the national grid.

The other connections are also excellent: Highways, the railway and the airport serve the wind hub’s international operators.
Preliminary project schedule
The long-term development plan for the Port of Pori area ensures the wind hub’s growth and continuous improvement of its operating conditions: the latest confirmed investment is the construction of a gravel loading quay that will serve the construction of the wind turbine foundations.

Project development phases
2024–2026
Foundation Manufacturing and Marshalling Port
Goal and status: The aim of the project is to modernise and improve the infrastructure of the shipyard and its port area. Design and planning activities are underway and are expected to be completed during 2025.
Design principles: The project’s aims include improving the area to make it meet the requirements of foundation construction – the existing infrastructure supports the production of heavy oil and gas infrastructure. (Capacity to produce one gravity-based foundation per week).
Schedule: The project will be completed in 2027, enabling the first turbine deliveries.

2024–2027 Phase 0
Pre-Installation Port
Goal and status: The goal of the project is to build a future-proof port that can be used as a pre-installation port for offshore wind farms. Design and planning activities are underway and are expected to be completed during 2025.
Design principles: The port will feature a new quay section that is 12 metres deep and over 700 metres long as well as a pre-installation area of 5 hectares (load-bearing capacity 50 t/m²). The initial size of the storage area will be almost 12 hectares (extendable to 25 ha), and it will be located about 1 km from the Marshalling area (~80 ha).
Schedule: The port will be completed in 2027, enabling the first turbine deliveries.

2026–2028 Phase 1
Marshalling Port
Goal and status: The aim of the project is to implement the Marshalling port areas in stages to meet future requirements. The general planning, cost estimate and preliminary project plan have been completed, and the environmental impact assessment has been carried out.
Design principles: Area 2: Approx. 43 hectares, load-bearing capacity 25 t/m², distance from installation site ~1 km. The necessary infrastructure for the storage and preparation of various offshore wind farm components.
Schedule: Synchronised with offshore wind project schedules (construction time approx. 2 years). Estimate 2026–2028

2029–2030 Phase 2
Marshalling Port
Goal and status: The aim of the project is to implement the extension of the Marshalling port area to a new filling area. The general planning, cost estimate and preliminary project plan have been completed, and the environmental impact assessment has been carried out.
Design principles: Area 2: Approx. 41 hectares, load-bearing capacity 25 t/m², distance from installation site ~1 km. The necessary infrastructure for the storage and preparation of various offshore wind farm components.
Schedule: Synchronised with offshore wind project schedules (construction time approx. 2 years). Estimate 2029–2030
